The only fish I wouldnt trust with shrimp are your Angelfish and the Tiger Barbs and possibly larger Torpedos. What is your pH in your tanks?

I would second the opinion on the angelfish. When they are little they probably wouldn't be a problem but when they grow bigger they will see any shrimp as a tasty snack!! Crying or Very sad

Tiger barbs are a little bit of a grey area. I keep amano shrimp in a 160l tank with 6 tiger barbs and I don't have a problem but that's by no means indicative of tiger barbs as a whole. As you have 10 in a shoal you will probably find that they spend more time quarrelling with each other than hassling your shrimp. So long as you keep them well fed they will probably leave them alone.

Just make sure there's loads of hiding places for the shrimp to keep them happy and feeling secure. Very Happy

As long as the tiger barbs are in a large group they should be fine.

I would say go for the 180ltr, but move the spanner barbs up to the 400ltr tank: with their adult size they could easily eat a small shrimp.
